- The present article aims at to present the importance of the use of the SEER Sistema Eletrônico de Editoração de Revistas, distributed for the IBICT- Brazilian Institute of Information in Science and Technology to the institutions that want to publish reviewed on-line and to all follow and to manage the process of Publishing. Has an academic revision on Open Archives Initiatives in magazines and its importance, the process of planning and implantation of the institutional system for its importance, and the importance in enabling the members of the publishing commission. To publish a magazine on-line not necessarily is to leave a page in the Internet, requires that the same one uses systems, where the metadate ones can be shared and also used for the interchange of information. Using this system that is a Free Software, many institutions will be able to decide the great question of as to publish and to show its publications in the Internet. The System uses the Harvester protocol, of Open Archives Initiatives - OAI, being used in Brazil innumerable institutions and companies and others that still are implanting it. All the publications that use the system will have its data shared in a repository and harvester of registers and metadate the PKP-Public Knowledge Project of the British Columbia University in Canada. This used with central of the data, repassing them it the institutional indexers and thematic repositories, making possible that the publication can also be recouped internationally. It is concluded after presenting analysis of the software that system SEER has resources beyond the expectations, through the available, accompaniment for the author and appraisers of all the publishing process, possibility of accompaniment of the publication for all the involved members in the publication, spreading possibility saw email and great amounts of services of publishing total automatized. E mainly being a free software, is passible of improvements and adaptations.
