  • For more than 10 years electronic journals have existed. In the first years, the publishers offered them for free additionally to the print subscription. As soon as library users got accustomed to this service, the free additional service transformed into cost based electronic subscriptions. In order to keep prices down, libraries formed consortia and had to commit not to cancel current subscriptions. As a result, publishers were rising the subscription prices more than average. At the same time, libraries faced cuts in their budgets. Consequently, costs for journal subscriptions needed an increasing percentage of the library budget. In order to avoid this situation, the Library of the University of Constance was reluctant to participate in consortia. However, due to centralised funding by the ministry, the efforts of the German Research Foundation (DFG) for regional consortia, and the changes in the information need of the faculty, the library is now forced to participate in consortia. This means that the acquisition policy has to be reviewed in order to secure that the faculty gets access to the journals they need, no matter whether these journals are acquired via consortia or individual subscriptions.
