- This paper, based on individual cases concerning technological protection measures (TPM), has the following objectives: - To show why such measures have been established within the context of global electronic commerce. - Report the main criticisms from the perspective of the users or consumers in relation to such measures. - Submit a new national legislative framework that gives legitimacy to these measures with exceptions which allow circumvention by Peruvian libraries. In conclusion, this paper seeks to motivate librarians to play an active role in creative approaches to help the public access protected content easily and affordably but still respect copyright rules.
