- This research focused on identifying the level of knowledge by users and partners in the use and management of electronic information resources, which have six local libraries Capital Network of Public Libraries - Biblored; from the application 272 user surveys and 33 surveys of staff, who are the representative sample of users and staff assistants who work and / or serve. The research is descriptive in nature because its purpose is to identify the level of knowledge in information technology and communications with users and partners of the six local libraries Capital Network of Public Libraries - Biblored, from the implementation of a survey, based on it were analyzed the results and then designing a training program in the use of electronic information resources. The theoretical framework in which this research is conceptually focused, bent in three areas: electronic information resources, information technology and communications and user training.
