  • The author develops a justification for the leading role of the state as coordinator of a public policy to promote books and reading, based on the ideas of integral development and human rights. These have forced democratic governments to get involved in cultural development. After a review of Chilean stablishment and the State's performance in this area, the author shows the strengths and gaps that affect the sustainability of this policy.
