- Ambiguous attraction of rated journal list. A system of so-called “parametric evaluation”, performed by the Ministry of Science and Higher Education in Poland for a score-based categorization of research institutions, includes the periodical rating of journals into four generalized (“quartile”) quality classes within the subject categories, based on the Impact Factor (IF) values. However, there are recognized, mostly unethical manipulation practices to artificially raise the IF value. Preference for papers that have cited recently published articles in that same journal, is especially well-known, as exemplified by 60 Polish periodicals indexed in Journal Citation Reports 2007. The special case is represented by the monthly journal “Polimery”, marked by a quick increase of IF values during the last decade (from 0.224 to 1.376!) in thanks of self-citation rate approaching 80% of total cites, what resulted in an advance from IV to II journal category in the ministerial evaluation system. However, after exclusion of self-citations (i.e., considering the so-called Real Impact Factor; RIF), this progress appears to be artificial and the Polish journal remains within the least influential periodicals in the Polymer Science, and in fact represents IV category. Thus, the reliable RIFs should be applied for the appropriate journal parametric rating in place of unsophisticated IF values.
