- B.I.B.I.R 2.0, Library 2.0 Integrated Network, is an inclusion proposal for La Pampa, Argentina, which seeks to promote the development of the province, and its residents, through the use of new technologies with minimal investment and optimizing existing facilities and resources. This proposal will be implemented through the joint between the systemic and collaborative roles of the provincial people's 70 libraries, the actions of government and contributions from individuals, companies providing communications services and access, and participation of all pampean citizen at all. B.I.B.I.R 2.0 is concerned with 1) national and provincial policy directives, as the Digital Agenda Argentina Decree 512/09, the Public Information Program of the National Commission on Popular Libraries, CONABIP, and the 1449 Act System Province Provincial Library The Pampa.2) technological realities, the existence of Web 2.0, the fiber optic network and the provincial extension and increasing penetration of broadband in the home province. 3) a history of effective country-level connectivity and access programs, such as San Luis Digital 4) social realities, such as an increase in patterns of Internet use and Web 2.0 society in the Pampas. This paper begins by describing the situation in the province of La Pampa at informational and digital, with the gaps and opportunities. Then, an analysis of the proposal B.I.B.I.R 2.0: its objectives, situational analysis, strategies, technology description and first actions to be developed. It concludes with the expected effects for the inhabitants of La Pampa as well as potential impacts on people's libraries, e-government and cultural institutions, social and academic environment.
