- Taking into account the definition and the limits of the term “culture”, it has been considered its historical evolution, and the problems that we face when we have to differenciate among terms such as culture, society and civilization. After this, other related terms have been studied, considering the present definitions, and the differences in use with other similar terms. Another term, “inmigration”, has been analized from the present point of view, studing it at a global level, and how it is working at the present. Taking all this into account, we have tried to analize the library services for cultural minorities, considering firstly the present normative, and, specially, the role of public libraries in relation to these groups. After this, it has been studied those cases developed at an internacional level, specially in the Scandinavian peninsula and EE.UU. and finally, it has been studied those cases developed at a national level.
