  • We review the impact of implementing the General Agreement on Trade in Services (GATS) and the Treaty on Intellectual Property (TRIPs) of the World Trade Organization (WTO) on libraries and their services, in the context of the growing process commodification of culture. Cultural diversity, free and unhindered access to information and cultural creations are essential to the democratic life of society and can not be subordinated to the pursuit of profitability of large transnational corporations that dominate the global market. In this context, library services are not exempt from being considered a mere commodity and therefore are subject to the regulations of the GATS. Thus, services such as bibliographic databases, Internet access, public lending, etc. That libraries must compete with performing the services provided by transnational companies that dominate the global market information, which may impose higher tariffs for their services. This will be facilitated by the slow but continuous process of privatization of libraries and their services currently being given in many countries.
