- When a public administration plans a set of digital services for the citizen, it must have, in addition to a front-office platform, an strong back-office for process management functions, and some kind of digital archive to assure the preservation of evidences generated and received by digital services. This challenge was faced by the Universities, Research and Information Society Departament of the Generalitat de Catalunya when it started BAULA project in 2005. This communication exposes the principles, concepts and methodology used for the functional definition and development of BAULA and its digital preservation policy, as well as a view of its functionalities in each procedural layer: process management, document and records management, and digital preservation.
