- The evaluation of scientific output is a central aspect in the process of assessment of the quality of the research produced by institutions, programs, individuals. The traditional debate concentrates on the relationship between peer review and quantitative measurements (metrics) of scientific research. Recently, the United Kingdom has decided to found the assessment of Universities only on bibliometric indexes, leaving peer reviewing only for human and social sciences, that still do not have acceptable standard metric indexes. On the other hand, Australia wants to found its scientific research assessment system only on peer and final users judgment. In the first part of the paper are shown advantages and disadvantages of both systems of assessment, and the necessity of an integration between the two processes, particularly in correlation with the Italian triennial process of research assessment made by CIVR. In the second part some possible changes in the assessment process due to the open access approach are analysed: open peer review as a transparent and collaborative way of peer reviewing, and the construction of new metrics based on a larger amount of information than commercial databases (Web of science, Scopus) usually cover.
