- There is a gap between the information control based on intellectual property and that one based on informal norms of the scientific community. What is the impact of the digital technologies on these different aspects of the information control? At a first impression, digital technologies increase and facilitate the chances of access to scientific communication. It may be thought that their use in the scientific community had reinforced the tendency to the public openness of scientific results. But the situation is more complex. There is the risk – caused by a series of factors – that a stiff, centralized and business oriented control such as that based on Digital Rights Management (DRM) systems settles the scientists’ community (that is driven by a flexible and decentralized control based on informal uses and norms), determining a reduction in the chances of the digital scientific knowledge. A great part of scientists is trying to contrast this risk with the Open Access Movement, well-supported by National and International declarations, policies and guidelines. The scientific communities wrestles between the promises of research commercialization and the noble tradition of own works’ results. The rules shaping so differently the ways of control find their sources in technological standards, agreements, normal uses and public state rights. The technological improvement and the freedom of thought recommend to choose multiple forms of control. The analysis of the interaction between intellectual property, technological standards, agreements and informal norms of scientific community have a basic role in the research of this multiple form of control.
