- The relation between Open Access electronic publishing, OAI-PMH institutional archives and research assessment and evaluation programs in Italy is a rather new topic which deserves being explored and given a legal and formal standardization for academics to refer to. If nowadays electronic commercial publishing and articles published in journals with IF have the same dignity of printed works as far as research assessment and evaluation are concerned, the same thing cannot be said for Open Access monographs or journals without IF, which are virtually excluded from research evaluation. The article analyzes also the opportunity and the necessity to “open” research evaluation to alternative metrics; the scientific value and quality of peer-reviewed Open Access publishing; the present context of Italian research evaluation projects; and some legal, technological and qualitative enjeux which emerge from the inclusion of Open Access products in research evaluation procedures. A possible strategic missing link between Open Access electronic publishing and research evaluation programs can be represented by the (local) systems of classification of scientific publications (“Anagrafe della ricerca scientifica”), some of which are here discussed and presented.
