  • In the area of public information service, public libraries are the link that is closest to the general population. Following a broad socio-economic introduction, this article reviews the different types of public libraries that exist in Nicaragua today and the services that they provide, above all in the education sector. The principal obstacles that prevent the public libraries from functioning as true community information centers or community reference centers are discussed. On this basis, the author presents a methodological proposal for a new type of public library that should operate in the country. This proposal takes as its starting point a philosophical conception of this new library and the actions that it would have to undertake in order to be sure to have the information that is actually needed by the community (even in the absence of demand for this information) as well as the new services that would be necessary to promote a culture of reading among the general population.
