- Licenses are a new challenge for librarians and publishers. A great amount of time and a great deal are necessary to support negotiations with publishers. The article discusses the Judy Luther proposal of a Best Practice Option, as an alternative to licensing. A new NISO official working Group the NISO/SERU was created in 2006 as an ouutcome of this proposal.
