- The paper version of journales and books makes it more difficult to uncover fraud and plagiarism affairs. Also classical philosophy of science, e.g. Karl Popper, defines science by criticism and its public. Science is based on criticism and discussion. Science is a collective enterprise, we need more intersubjective scrutiny. A public is most important to be able to declare science as a rational enterprise. The very important basic research is financed by the common public through tax money. Therefore it's quite strange that the public funds something, to which access is very restricted. Profit rates of journals are tremendous, but meanwhile also established publishing houses imitate open access. There is no real contradiction between open access or online-publishing and peer review, but a standardized peer review system does not exist. There is no problem in linking peer review and online journals. Plenty of journals actually do that, but all big affairs and fraud cases were not uncovered by evaluators or referees, but by normal readers.
