  • In the first part I will review the radical changes in scientific publishing in the high energy physics community during the last fifteen years, with particular attention to the free access electronic archives and new electronic journals. I will examine the initiatives and the proposals within this community in order to overcome the price crisis (in particular SCOAP). The second part will be devoted to those aspects of the scientific publishing that have to do with the assessment of the scientific value of a paper. This includes indices and factors and their utilization, but also the peer reviewing process. The latter and its inadequacies will be put under scrutiny. I will examine the opportunities offered by technology and open access to bring about some ameliorations in this context.
