- Increased visibility of documents is regarded as one of the advantages of open access publication. Coupled with this is the assumption that, in comparison to fee-based access, increased visibility will lead to an increase in usage of open access documents. At the same time it is assumed that increased usage is the reason for higher citation frequency of open access documents. In general, access to electronic documents generates data about usage which can be recorded in webserver or link-resolver logs. This article postulates that usage statistics are not simply a predictor for future citation frequency or rates, but also indicators of divergent and alternative impacts of a publication. When usage data is employed for statistical assessments, typical distortions (e.g. automatic access) must be removed in order to achieve interoperability. In an ideal case, usage statistics in various standards or conventions (e.g. COUNTER, IFABC) can be created from ad-justed raw data usage statistics. The accumulation and exchange of data from different services can be accomplished via open interfaces while taking account of de-duplication of documents and users. Aside from models of alternative impact measurement, this usage data can also enable further applications such as recommendation systems or exchange with other services or as supporting evidence for portfolio decisions.
