- Public libraries should be modernized and to be transformed with the objective to take full advantage of its potential for the permanent learning given that this promotes the social integration, the active participation of the citizens, the creativity and the socioeconomic development of the current multicultural communities. The learning is very related to the development of basic skills, know-how and relative abilities al management of the information and their management through data processing media (teaching literacy both informational and digital) that the librarians should acquire first to be able to teach later. The need to organize the learning from the library is shown, in a co-ordinated form with other institutions of the community to develop it in a stable form. These theoretical aspects are illustrated with some good practices of public libraries as centres of learning.
