- It provides a description, valuation and some examples of telecenters and shows the need to link them to public libraries and that they expand their traditional roles to develop certain functions together. The purpose of this article is to demonstrate the possibility of cooperating in the delivery of some services common to both institutions: providing a single point of information relevant to the community that meets their needs both local and general, and connect development new technologies because of a lack of training in handling the same, namely digital literacy. In addition, based on the premise that not everyone has a computer at home, public libraries such as telecentres, constitute a social investment as areas to help achieve the objective of facilitating the equal and universal access to the Internet and Information Society. The basis for this cooperation is that both institutions are actors aware of the need to design creative and innovative measures to provide equal opportunities, the participation of citizens in public life and access to culture and education, to help bridging the digital divide and increase their quality of life.
