- Elections are democratic parties held in order to realize the sovereignty of the people. In the general election process, public participation plays an important role in realizing a democratic state. The measure of participation in the general election process is the number of voters who come to the polling station (TPS) to cast their ballots. The more voters who consciously come to TPS to cast their ballots, the greater the success of the General Election. Socialization about elections is needed in various levels of society to increase voter participation. Election Socialization is the process of delivering information about the stages and programs of Election implementation. The election of the Regent and Deputy Regent of Ponorogo in 2020 is different from the previous election. This is because the 2020 elections will be held simultaneously in the midst of the COVID-19 pandemic. So it takes hard work in carrying out socialization to the whole community. This reason is what underlies the author to examine the socialization strategy during the covid-19 pandemic that was carried out by the Ponorogo KPU as the organizer of the election in increasing voter participation at TPS in the 2020 Ponorogo Regent and Deputy Regent Election. the researcher chose 2 (two) informants who played a role and were directly involved in the 2020 Simultaneous Election process. The data collection method in this study used three ways. Namely: in-depth interviews, observations, and documentation. The use of these three instruments is expected to increase the accuracy of the results of data analysis on the variables and indicators of the research focus. From the research conducted, the research findings are: (1) there is an increase in voter participation in the 2020 Election of Regent and Deputy Regent of Ponorogo as much as 77.28%, when compared to the Election of Regent and Deputy Regent of Ponorogo in 2015 as much as 73.88%. (2). Ponorogo KPU carried out socialization with two strategies, namely online and offline methods. In the implementation of the two methods of socialization, there are several obstacles faced by the Ponorogo KPU as the organizer of the election. Because the socialization was carried out in the midst of the covid-19 pandemic. In addition to the socialization strategy carried out, the suitability of the DP4 with the Permanent Voters List is also one of the factors that affect voter participation. Because the more qualified the Permanent Voters List, the better voter participation in the Election.
