- The ultimate function of local government is to prepare public service for the local society. Therefore, optimalization of public service efficiency and effectiveness should be the focus of local government in order to present excellent public service. The Minimum Service Standar is a benchmark (understood as a minimum level of performance or national target level) for encouraging the local government in delivering its service to the local society, as well as in encouraging the society to pay control to the performance of the local government in terms of its public service delivery.
