- The image of government apparatus in reformations era show not good in carrying on governmental administration, therefore there are some general program on administrative field has not realized proportionately based on good governance principles. In anticipating this situation, is needed “clean and free from corruption, collusion and nepotism (KKN) which consists of fairness, transparency, accountability, responsibility, disclosure and control. This condition could be anticipated through governmental administration re form. Those anticipating effort should be done by institution and administra tive aspect on governmental administration, increasing human resources with tightly control system.
