- This research concern tosome substances which influence the quality of university. The most dominant aspect is the quality of the lecturer. The quality of the lecturer can be observed by their authority aspect. Their authority can be proved by their functional position level. Their functional position level are starting from the lowest level as an assistance to professor. In order to get the functional position level, a lecturer must implement a certainty which arrange the fuctional position and its credit value as written in decision letter of Menkowasbangpan No. 38/Kep/MK.Waspan/8/1999.
