- In the era of reformative transformation, in which people have the hopes to experience more democratic life, the functions of giving public service becomes a mainstream. It is obviously seen as the waves of the world civilization. Public service should appreciate people’s rights, and it should be responsive to fulfill the public needs. On the basis of the rapid change of technology, culture, politic, social and economy, it is necessary for the government to make a political decision to reform the models of its public service seriously and consistently. The models of public participation is expected to give the opportunity to develop public servants who give attention to democratic principles, transparancy, accountability, responsibility, with the new public service paradigm
