- PT Kereta Api (Persero) is a BUMN company, engaged in land transportation service. The services of this company consist of passenger train and commodity train. In early 2007, there are few train accidents which one of the factor is human error. This research will measuring the performance of workers based on Spencer’s competency. The criterion of competency are achievement and action, helping and human service, impact and influence cluster, managerial, cognitive, and personal effectiveness. The criterion will be weighted by Analytical Hierarchy Process method and wil be processed by Expert Choice software. The result of weighting in a row are.358, 0.172, 0.053, 0.094, 0.214, and 0.109. Objective Matrix will be used to measure the performance. The result is 7,59 from scale 0-10, which is already good although need some improvement. Key Performance Indicator which get the priority to improve is the accuracy within doing the task. The design to improve performance are making information system maintenance, adding the worker at crossbar, making chair for masinis, and advising the public
