- This study aims to investigate the effect at clear and measurable goals, decentralization and performance measurement on public organization performance at Politeknik Negeri Semarang. Performance is divided into quantitative and qualitative measures. This empirical study is conducted using survey and involving distribution of questionnaires. The data are obtained from three levels of staff started from top, middle and low level of Polytechnic's staff. The AMOS and SPSS are used to test the hypotheses. The findings shows that not only obvious and measurable target influence quantitative and qualitative performance but also decentralization, In addition, performance measurement also influenced quantitative and qualitative performance. Based on this study, it is concluded that professional performance will be stronger when the measurement performance is obvious, measurable and decentralized.
