- Still large number of poor in the province of Central Java indicate that the level of welfare is still low. Still large number of poor people in Central Java caused by the distribution of uneven economic development. The purpose of this study was to determine the effect of actual Utilization of funds ZIS, Actual Government expenditure for people's welfare and GDP per capita of population poor in Central Java. This study uses secondary data over the period 2006-2009 times series and cross section data throughout the county / city of Central Java province with analysis tools Fixed Effect Model (FEM) or the Least Square Dummy Variable (lSDV). The results of this study indicate that the utilization of funds ZIS realization, the realization of government spending for People's Welfare and GDP per capita is negative and significant effect on the number of poor people. Direction of the negative regression coefficient indicates that the increased utilization of funds ZIS and GDP per capita will decrease the amount of poverty
