- This study of background overshadow by existence of pre-eminent economic potency phenomenon and also area classification of regency/Town in Province of Central Sulawesi not yet been identified to be exploited in an optimal for the development of development. Aim to know and analyse bases sector/pre-eminent, which have competitiveness of competitive and specialization each regency/town, determining typology area and bases sector priority utilize development of development of Regency / Town in Province of Central Sulawesi. Used data in this research is data of secondary range of time in 2000 -2005 steming from BPS Province of Central Sulawesi, BPS Regency / Town in Province of Central Sulawesi, and also Bapeda Province of Central Sulawesi. Analysis model that used each Analysis of LQ, Shift-Share, Typology Klassen and also MRP. The result of this research conclude that Agricultural Sector still represent dominant bases sector because its 9 regency have bases / pre-eminent in this sector; Processing industrial sector 6 regency; Sector of Trade, Hotel,Restorant 4 regency; Sector Transportation, Telecommunication; Sector of Finances, Rental, Company Service 3 regency; Sector of Electric, Gas, Clean Water; Building Sector and Services Sector 2 regency; while mining sector and Processing industry only owned by Palu Town at the same time as town which at most owning bases sector ( 8 bases sector ) No one Regency / Town which enter first criterion namely notation of overly third of component have positive sign ( +++ ), on the contrary there are 4 Regency owning economic sector which have negative notation to third component ( --- ) with same sector. That way also result of analysis of Shift-Share indicate that there aren’t sector having excellence of competitive in all Regency/Town in Province of Central Sulawesi, but owning specialization. Sector of Electric,Gas, Clean Water and Sector of Trade, Hotel, Restaurant and Services sector have specialization in 6 Regency / Town; Processing Industrial sector; Transportation, Communication and sector of Finance, Rental and Company Service 5 Regency / Town; Agricultural Sector; Mining Digging Sector 4 Regency/Town. Determination of Area Typology there no Regency/Town enter area Typologi quickly go forward and grow and area Typology expand quickly. Three Regency/Town enter area Typology go forward but depress and 7 Regency enter Typology left behind area. From result of analysis of LQ, Shift-Share, area Typology and Sectoral growth, can be determined by Regency/Town becoming priority development of pre-eminent sectors which owned. Regency of Tojo Una-Una have first priority for the development of region all bases sector.
