- n focusing on Local Economic Development (LED) and industrial cluster development, this article high-lights three main themes : (1) The understanding of industrial cluster and industrial district ; (2) Industrial district de-velopment in the Local Economic Development context ; and (3) Collective Efficiency achievement as a realistic ac-tion in implementing Local Economic Development in Industrial Cluster . It concludes that in local economic devel-opment context several important points have to be consider to push the collective efficiency development in indus-trial cluster. They are the need of optimally functional organisation in every part of production system, the need of well-built networking (including the emphasize of social capital accumulation), access to the wide range market, and the need of the entrepreneurship spirit.
