- In order to survive in the highly competitive market, universities need to have a good quality and give the best services they can to their stakeholders. Management team of a university is aiming to continuously improve its quality, in which can be achieved only if every individual involved in the process can perform based on his/her roles and responsibilities that well-informed. Aiming to increase its quality, university should have decent human resources, namely competency-based human capital, because having highly qualified human resources can increase customers’ value and can strengthen the university’s position in the market. In order to achieve the goal, universities are suggested to apply the best method in grading their human resources, i.e. by grading the employees’ performance. One of the grading tools is Human Resources Scorecard that particularly focuses on development perspective that can be divided into two majors, namely major factors and supporting factors. As the indicators of major factors are employee’s satisfaction, employee’s retention and employee’s productivity; whereas as the indicator of supporting factors are employee’s competencies, technology information and working environment. To be the winner in this highly competitive global market, universities in Indonesia needs to realize that they are facing a hard challenge from overseas universities from different countries. The key to success is on the method used for managing human capital productivities that can increase human resources productivity and efficiency, and hence, improve the competitiveness of universities in Indonesia
