- Fertilizer is an important matter needed by plants. There are many kinds of different fertilizers available to choose, either as a main fertilizer or extra one. CV Hiper Surabaya that produces organic fertilizer takes the head and tail of fish, the fish or shrimp paste, turmeric and some other raw materials. However, more often those raw materials are not available in the market place. Therefore, the head of shrimp is often used to satisfy the needed of raw material. The research was conducted by implementing the value engineering method through some steps : information, creativity, analysis, development, and presentation. The step of an information was obtained criteria parameter for the organic fertilizer design. The research finding showed that the raw materials taken from the head and tail of fish. The evaluation that had been conducted showed that the value for the product from the head and tail of fish.Therefore, it was suggested that the product taken from the head of shrimp as the raw material was quite good and prospective to produce in great quantity.
