  • Teacher certification policies is aimed to improve the competence of teachers in order to determine the eligibility and professionalism of teacher. Implementation of Junior High School teacher certification policies in Surabaya in general has been running well, although there are still some factors that have not been maximized. Factors that determine the implementation of the policy are: communication; resources, benefits, characteristics of the implementing agent, and socio-economic conditions. This study aims to analyze several factors that determine Certification Policy Implementation at the Junior High School Teacher [SMP] of Surabaya in 2010. The results of this study is expected to be used as consideration for stakeholders in education policy makers. The sample in this study were 100 junior high school teachers of Surabaya. Analysis technique used is Structural Equation Modeling [SEM]. The result showed that communication, resources, characteristics of the implementing agent, socio-economic conditions have contributed significantly to the implementation teacher certification policy, while the benefit factors have not contributed significantly to the implementation of Junior High School teacher certification policies in Surabaya.
