- In the beginning of every new school year, the parents of the students seem busy with the phenomena that always comes from every years of the issue of preparing students to meet the new admission activities. This makes students parents’ worry when their children can not get a seat at the first public junior school in caused by intense competition and the amount of learners far more than the availability of the capacity in public schools. This leads to a lot of parents do not understand and have problems on the government programs that use the PPDB online system. The purpose of this study is to know how understanding the parents of new students on the procedures PPDB online in five Regional Junior High School in Surabaya, the kind of the obstacle found by the parents’ and also what kind of communication models are used by the Education Department on the procedures of PPDB online . This study used qualitative methods, with techniques of collecting and analyzing the data using in-depth interviews and a descriptive analysis. From the analysis, it can conclude that the two-stage model of communication used by Dispendik Surabaya is the best way and rich much successful because after the principal gave a lot of information on their socialization make much progress for the students parents’ and increased understanding of the procedure of PPDB online.
