- This purpose of research is to know implementation rice by LUEP in East Java to evaluate performance of LUEP, to compile concept of development, role, LUEP, to apply expansion models LUEP in rural and to evaluate activity of LUEP and the impact to increasing of resilience of food and economic of farmer haousehold in East Java. The location of the research in sub-province Ngawi, Bojonegoro, Blitar, Mojokerto, Lumajang and Banyuwangi. Data analysis use descriptive and inference analysis with linear regression model. The result of the research showed purchase price by LUEP is fluctuation, it is caused difference of HPP, Role of LUEP to increase acceptance farmer is with difference of rice price which sold to LUEP and market price the difference of purchase price is RP 150 until RP 500,-I Kg GKP, so there is revenue differences of accep. It is cause purchasing price of LUEP is higher from HPP, LUEP have obligation to buy farmer rice as according to HPP.
