- The increasing of physical facilities and town utilities development in Surabaya, indirectly, affects the decreasing of green opened area in Surabaya. In order to solve the decreasing of Green Opened Area, there should be done a research. The purpose of this research is arranging management and improvement strategy of mangrove forest in Surabaya East Coast through educational tourism which is according to 3 aspects, they are : technique aspect ( kind of mangrove, pattern and technique of mangrove plant ), social aspect (number and population society, participation and awarness of society in managing mangrove forest ), institutional aspect ( support of Surabaya town goverment, support of constitutional law, participation of LSM and University elements ). In order to make attention from society and educational element in mangrove rehabilitation program. Data collection in this research uses direct observation, Quitionare research, and documentation method. While the analysis which is used are corelatif and SWOT analysis.
