- This study uses descriptive-qualitative method with case study technique. This method was selected because this study produces descriptive data in writing from observable people and behaviors and having full observation approach on the background of the problem. At the same time, case study technique was selected because this technique is more relevant to track the contemporary event. The results of this study show that social capital is proven to reduce financing then lead to budget efficiency so that the development can be done maximally. Sosial capital that has been invested can turn into another capital such as financial capital, human capital, and environmental capital. Using social capital in empowerment process can facilitate the transfer of skills and knowledge in the community. Social capital increases the trust toward the government and among the community itself. It can be strengthen and maintain social existence called gotong royong. The mutually agreed rules in PLPBK can support the community’s survival and preserve the environment in Sangurejo. The social networks that exist witin the community, can expanding the network to engage external parties to be partner in achieving the common goals. Social capital has changed the face of Sangurejo sub-village that originally a dense, slum, and poor into a beautiful, organized, clean, charming and sub-village, so that formed a Gerbang Sangurejo Tourist Village.
