- HTR program is expected to empower the community as independently in the management of production forests, which in turn can increase the welfare of the community and improve the quality of production. This study aims to explore data and explanation of Forest Management Unit (FMU) IUPHHK-HTR, and the aplication of the principles of sustainable forest management and to formulate management of people forest plantation based on forest sustainable management concept. This study was conducted from November to April 2012 at FMU IUPHHK- HTR KUD Bima in Gunung Kidul District, Yogyakarta Province. Data is collected by the survey of forest inventory, in-depth interviews, observation, and documentation study. Result shown that institution building of Forest Management Unit (FMU) HTR is the development of existing institution, KUD Bima. FMU HTR KUD Bima is a modern organization. The existence of the FMU HTR has transform the pattern of land management, from individual action (based on family) to collective action (based on FMU).
