  • PNPM Mandiri-Respek program, aims to accelerate sustainable poverty reduction towards independence of the community by increasing the potential and capacity of communities and society's institutional capacity. Respek program implementation in Mosso village in 2007 did not indicate the success of the participation and empower, therefore in 2008, Mosso village no longer obtain funding Respek. Thus, this study was conducted to describe the cause of the failure of implementation. To answer the phenomenon of failure of implementation and factors cause then used qualitative approach. Data and information obtained from key informants as many as 10 people, consisting of 5 groups (supervisor team, the people receiving the program, activity management team villages, village heads and community leaders). The data was collected through in-depth interviews using an interview guide. Descriptive data analysis conducted for a portrait of Respek program implementation and the factors that cause failure. The results of the analysis show that the implementation of Respek program in his Mosso village, have failed in terms of participation and independence. The low participation in the program, indicated by the involvement of citizens in the planning process (determination of program priorities) as well as the physical implementation in the field. Factor among others, management of funds and programs are dominated by elites and village chiefs as well as the owner of rights to land / land used locations of village, in addition, better service and better life chances that rely more on neighboring countries (PNG ), has led residents prefer to stay and settle in neighboring countries, so the program planning and implementation of Respek canâ��t be run effectively. Similarly, the quality of community resources and program managers Village Development Strategic Plan which is still low.
