- Budget Drafting based on the approach of performance, as the budget system focuses on efforts to target the work output from planning the allocation of costs or the input set. With the goal of keeping the provision of more budget-oriented public interest and satisfy the principles of transparency, accountability and value for money. The preparation of the budgeting can be done with performance-based Budgets at the National Directorate of Administrative and Finance on the Commission's Employs the State of Timor-Leste. This research can be factors affecting preparation of budget performance based on the National Directorate of Administrative and financial Commission Staffing Agencies in the country. So the methods employed are Qualitative Descriptive Method to describe the intellectual understanding of the State of the object with the appropriate data and information found in the field. Performance-based Budgets, is a system of budgetto encourage each unit of work to be more selective in planning activities based on the priority scale of the region, the principal task, function, and purpose as well as the target. Reciprocity is the synchronization of overlapping activities. Variables that affect the performance-based Budgets are: Good Governance, policies, decentralization, Financial Equalization. Policy, is a set of decisions that set and become a based for the Government to do something or not in order to reach the goal of community to live it. Decentralization has empowered More decision-making closer to the people who are being subjected to decision can run operations so that realistic, effective and efficient. Fostering the ability of the recipient authority responsible to the lower level so directly can create a climate more star wars and the popular consultations were sistematis and empirical. Financial Equalization, which is done by transfer/grant from the Center to the region and supported by the taxation authority to surrender the area, to encourage regional development in order to encourage expansion of the economy.
