  • The objective of this research is analysis for the utility of Kepulauan Riau Governmentâ��s office land at Basuki Rahmat street number 1 Tanjungpinang city was taken using Highest and Best Use method. It is procceds by analyzing productivity from legal aspect and regulation besides physical aspect and location using threshold testing with rating grid thus resulted in possible alternative. The next are market analysis on economic situation and aspects influencing deman and supply of property, then continued with financial feasibility analysis for each proposed usage. In this research, data analyzed was consisted of primary and secondary data. Primary data consist the land valuation, competitive indicator, incomes data, rental and expenses proposed as usage alternative. All of those were collected using questionnaire and interview, whereas physical data including size, track shape, topography, utility and so on were obtained through direct observation. Secondary data was obtained from Central Bureau of Statistics, besides from team work in Kepulauan Riau Governmentâ��s Administration. From all of the analysis there were two recommendations, appropriate land use and allow the use of office buildings and shopping centers. Based on indicators of financial viability with the Net Present Value (NPV), Internal Rate of Return (IRR), Pay Back Period (PBP), the use of shopping centers indicated better than the office building so it can be concluded that the alternative use of the shopping center is the most optimal.
