- Decentralization policy and the implementation of special autonomy has spawned pro-poor policies especially people in remote areas in Papua. The provincial government has trigger Village Development Program Strategic Plan (Respek). Implementation of Respek throughout the village in Papua accomplished by giving fresh funds (block grant) amounted Rp.100.000.000, -. The concept and the main purpose of participation and empowerment Respek in the Sooth Yapen District of Yapen Island, the programs include health, education, economy, housing and basic infrastructure. With dmeikian this study focused on empowerment of villagers in basic infrastructure in the South District of Yapen Island. Qualitative approach is used to understand the implementation of basic infrastructure development program in South Yapen District administrative area. therefore this study is a qualitative research. In-depth interview is used as a method of collecting data from informants who have been determined, based on interviews conducted with interviuw guide who had been prepared beforehand. Informants consisted of 3 groups of people receiving the program, TPKK, TPPD, and government, bringing the total infoman interviewed as many as 24 people. Data analysis was conducted descriptively to describe the phenomenon of basic infrastructure development programs and forms as well as the empowerment process that occurs. The analysis showed that the implementation of Respek in the District of South Yapen is failure, a failure indication is shown by the low participation and community self-reliance in basic infrastructure development program. So although the physical development programs properly realized, but in terms of community empowerment, community residents have not been empowered and independent. For example, citizens seek redress against plant affected by development. Expected condition of the empowerment program was the emergence of consciousness and public trust on its own merits. At this stage people are able to produce sustainable development decisions are rational and fair, the more aware of their rights and obligations in the construction, able to meet their own needs, and able to manage a variety of potential resources that exist in order to improve their welfare, but the fact is resident in South Yapen District did not provide high participation in all stages of village development.
