- Tourism is one of the important sectors for developing countries to boost their economic growth. The government of Padang Panjang City has developed tourism development policy. The study analyzes tourism development policy in the city of Padang Panjang. The method used in this study a qualitative descriptive with explorative approach. The results showed that tourism development policy in the city of Padang Panjang is divided into six sectors, which are: 1) ODTW, 2) accommodation, 3) facilities and infrastructure, 4) institutional, 5) promotion, and 6) human resources. Each stakeholder has a different perception in seeing tourism development policies, but they agree in one thing that tourism development is their responsibility so that the engagement of all stakeholders to be conducted. There are three stakeholders' perceptions of tourism development policy. First, they approved the policy because that what they want. Second, agreeing with the development of policy and they want to be realized because until now the policy still not been realized. Third, do not agree to these policies because do not appropriate with what they want. The study recommend better management and professionals to manage tourism and those who manage not only the tourist authorities but also the private sector and the community.
