- SKNBI organized with an aim to improve efficiency of retail payment systems and meet the principles of risk management. SKNBI basically carried out by a unit of Bank Indonesia, but for region or an area where offices of Bank Indonesia does not exist, several banks are appointed to become the Local Clearing Operator (PKL). One is the BNI Branch Bojonegoro appointed to become the Local Clearing Operator in the Bojonegoro district since October 1991. BNI as Local Clearing Operator in the region Bojonegoro has an obligation that must be met in accordance with the provisions and standards of the Bank Indonesia to keep running the precautionary principle and still provide services, either transfer funds or provide services as Local Clearing Operator for clearing participants. The obligation is embodied by the BNI in a policy and written procedure regarding implementation of SKNBI that must be obeyed, consist of: human resources management
