- Energi Mega Persada (EMP) Malacca Strait is one of the companies which is moving in the field of oil and gas upstream business management in the region of the Republic of Indonesia. One of the activities in the process of oil drilling is the procurement of drilling operation equipment. At the time being the selection process on the supplier of the drilling equipment is still based on intuition and experiences of the decision makers. The purpose of this research is to analyze and to minimize the subjectivities in the process of supplier selection. In this case the method which applied to analyze supplier selection is Goal Programming method with the pre-scaling using Analytic Network Process (ANP) method. The starting of data processing by applying the Analytic Network Process (ANP) method by appoint the right professional to decide the criteria and subcriteria which will be applied in the supplier selection in EMP Malacca Strait. Follows by determination of four criteria, these are price, quality, delivery and payment method. Then determination of the scaling based on pair comparing matrix which result will be processed in decide the supplier selection by applying the Goal Programming method. From the result data processing by ANP with the software superdecision, we can see that the price offer scaling is 0.78707, scaling of price discaount is 0.21293, scalingf of quality product is 0.53754, K3LL condition ( Healthy and Safety of Environmental Work Protection) is 0.46246, scaling of payment method is 0.58414, scaling of payment term is 0.41586, scaling of delivery quantity matching is 0.59572 and scaling of delivery time is 0.40428. The scaling value is used for data input in Goal Programming method using WinOSb software. The scale value was input by pre-identification the goal and objective functions. One of these is to minimize the offered price from owner estimate, getting the price discount above 10% from the price offer of each supplier, the ordered product have a defect presentation less than 1% , to get the product with the K3LL quality with same presentation of 100%, the payment method up to the completion exceeding of two times starting from the contract signing, the deadline of the payment exceeding of 30 days starting from the contract signing, to get quantity of delivery product no less than the determined quantity which is 925 products, and the ordered product should be delivered in less than 30 days starting from the contract signing. By applying Goal Programming the result is the scale of PT.C 1.02 as the best supplier, whereas PT.A and PT.B got the lower scale of PT.C.
