  • West Sumbawa Regency as a new region (established 2005), have limitations and obstacles in the process of preparation of the annual development plan. This research aims to: (1) describe the process of annual development planning, (2) identify the factors that influence the process of annual development planning. The method used is the induction of qualitative research. Data were collected from several sources, which data analysis were conducted by qualitative method. The results showed that process of preparation of the annual development planning was based on Law no. 25 year 2004 of SPPN and Permendagri No. 9 year 1982 of P5D. Such dual legal basis is caused by forces still lack the ability to understand the mechanism of the annual development planning. The preparation of the annual development planning consist of several stages: (1) preparation, (2) evaluation and analysis of condition, (3) preparation of RKPD Draft (4) musrenbang implementation, (5) post-musrenbang. The factors that influence it are: (1) internal factor of human resources, (2) external factors consisting of: Regent as Regional Head, relationships with SKPD, Relations with the Local Parliament, and public participation. Among these factors, the most influential factors are human resources and community participation. To enhance the ability of employees to support the tasks and functions, things that need to be done are: (1) improving the quality of an employee with continuous by education and training, (2) recruitment staff with required apecification, (3) human resources assistance from the Provincial Government and the Central Government, (4) Socialization of regional planning documents to the lowest level government
