  • The role of women in development continued to experience a shift in many studies and becomes increasingly important the role of women in community development either in urban or countryside needs to be improved, especially in addressing various issues of social and economic equity is directed at the result of development and human resources development. It must be admitted that the efforts of women's empowerment is not as easy as the words that glide in a variety of activities such as forums, workshops, seminars or talk show. Many constraints that shackle women's empowerment, so that efforts to raise the dignity of women to equal with men, not yet fully realized. Empowerment of women is a human rights demand. When the paradigm of development emphasized on the importance of human and humanitarian values, then inevitably the attention to the needs of women became an important agenda for the country. The importance of the role of women in development, although participation of women had an important role in the family, but only precisely the household that is most important is at the core of the community. In particular the education of the next generation is developing the largest portion being women, due to task he was guiding the child in first steps in his life. The progress of a nation or country is inseparable from the role of women, when the role of women in development is good then it will forward and good riddance to those countries, including the role of women in the national Parliament and women must also be open insight through a variety of ways, and one of them is women's participation in the legislature to debate the budget allocated to the programmers to the needs of women. Reality pointed out that the Government's efforts to enhance the role of women in development, have yet to achieve optimal results. To be able to optimally engage women's groups, as well as the role that is the quantity and quality are considered to be still low when the human resources potential, required a real effort and continuous improvement to enhance the ability of women. In many areas, the lack of participation of women in various activities during this time, more due to the existence of barriers to cultural construction comes from the social values prevailing in society. This research was conducted at the national Parliament of Timor-Leste by using descriptive and qualitative research methods. In this research the data used are the primary data and secondary data. Primary Data can be processed from the observed results, interviews, direct observation and survey researchers do. Secondary Data can be processed from the outcome document, Governments report submitted to the national Parliament, the magazine's archives and other official document used to determine women's participation in decision-making of the annual budget development. The results of this research have not been proven about the participation of women in decision making, because the annual budget development of the women's National Liberal Member of Parliament in the annual budget debate they maintain with the development idea or argument, respectively, and can be viewed by researchers more selfish in his party, although opposition parties provide input of ideas to build a coalition of parties but did not accept the idea, because their assumption of the opposition to this idea. Factors that affect women's participation in decision-making annual budget development is political culture affect political life instantly and determine national decisions concerning the pattern of allocating, therefore a political culture of human perception, the pattern of his attitude towards the various political issues and political events into the formation of structure-borne anyway and the process of political activity in the national Parliament. Women's political culture of East Timor are still lacking the strong commitment and communication of the members of the legislature to crumple to the needs of the women of Timor-Leste is not making optimal function in decisionmaking in politics, and the human resources or a member of the national Parliament, the problem is not solely at the level of formal education of its members, but especially on the level of understanding to the people (of aspiration, its needs and the problem), the level of courage to its cause proportionally as well as gain the trust of the community.
