  • Republic Democratic of Timor-Leste is a country where cash is still the main instrument in the daily transaction. This causes the currency plays a very important role in streamlining and succeeding activities and exchange transactions conducted daily by the community. Therefore, the Banking and Payments Authority of Timor- Leste have an obligation to ensure that the banknotes and coins be available at all times to meet public demand in a fairly nominal amount, type the appropriate fractions, timely, and in decent condition circulation. This study was conducted to analyze the circulation of the currency policy of the period until June 2011 July 2007 that has been done by the Banking and Payments Authority of Timor-Leste and through qualitative techniques in which the techniques of direct questioning by questionnaire list to the primary object of this policy such as the owner store /supermarket and public. The results of this study indicate that the cash management process that has been undertaken by the Banking and Payments Authority of Timor-Leste is not right because people still have trouble finding coin denominations, especially for five centavos and 10 centavos. This suggests that the demand for money exceeds the supply of metal fragments that exist so that the Banking and Payments Authority of Timor-Leste cannot meet these requests, which in turn makes it difficult to obtain these types of denomination. Currency distribution and delivery system that undertaken by the Banking and Payments Authority of Timor-Leste is still very limited because it only covers two districts only. This resulted in people in other districts have trouble finding a particular denomination and to exchange the unfit money. To ensure that the currency could be available in the entire territory of the Democratic Republic of Timor-Leste, the other important things that need to be considered by the Banking and Payments Authority of Timor-Leste in addition to ensuring supply of currency is to increase the service distribution of currency throughout the region. Clean money policy that had been undertaken by the Banking and Payments Authority of Timor-Leste has not been right on target because there are still many people who do not know that unit currency can be exchanged in the Banking and Payments Authority of Timor-Leste's causing a lot of unfit currency circulate around the community. And the last is the program of socialization and public education that has been done by the Banking and Payments Authority of Timor-Leste is not yet known by the majority community. It can be known through the majority of people who do not know that until now the Banking and Payments Authority of Timor-Leste has been providing currency exchange services (from paper to metal and vice versa) and unfit currency.
