- The purpose of this study was to analyze the direct spending in the state budget Mentawai Islands District fiscal year 2008 to 2010. Problems in this study is the number of budget areas that do not touch the basic needs of society, the implementation of the budget are inconsistent with local development plans set out in the Medium Term Regional Development Plan (RPJMD) Mentawai Islands regency and the large proportion of personnel expenditure. Data used in this study were secondary data from the state budget fiscal year Mentawai Islands District 2008-2010 obtained from the Department of Revenue and Finance and Asset Management Areas (DPPKAD) Mentawai Islands regency in the responsibility of Regents Report on Use of Revenue and Expenditure Budget in the form of regional regulation. This research using descriptive analysis, analysis of proportional and growth analysis. The results showed that the analysis of direct expenditure in the budget of the Mentawai Islands regency showed good performance in which direct spending (59.77) is greater compared to indirect spending (40.32 percent), shopping obligatory (55.03 percent) greater choice of shopping affair (4.74 percent). While the increase in direct spending is not matched by increased expenditure which amounted to only 9.77 percent of total expenditures. However, the implementation of mandatory spending has not done business with the scale of priorities in which the rate of growth of mandatory spending tends to fluctuate affairs. Spending programs and activities of the government has not done consistently since the implementation is not in accordance with District RPJMD Mentawai islands and the allocation of expenditure functions realization patterned or not oriented to the interests of the Mentawai people.
