- Implementation on the first time land registration activities of giving individual Ownership of land as the authority of the National Land Agency Office in the city of Kupang is not in accordance with the provisions of the National Land Agency Regulation No. 1 of 2010 concerning the standard service and regulation of the land. In this study, the data obtained are primary and secondary data. Primary data is data obtained from field research, from the respondents and informants, through interviews and questions in the form of questionnaire, while secondary data is obtained from literature research which consist of primary legal materials, secondary legal materials and tertiary legal materials. Implementation of this study using empirical juridical method that is more focused on field research to obtain primary data. The data obtained from field research were based on rules and regulations to obtain comprehensive results. Implementation of the first time registration activities on giving individual rights to land have not been in accordance with the rules and regulations, especially in terms of time and cost accuracy. The existence of both internal and external issues related to the implementation of the National Land Agency Regulation No. 1 of 2010 concerning the standard service and regulation of the land. In order to achieve the provisions of the required period of time by the regulation needs good cooperation between the land office personel and the public concerning the dissemination to the public and fulfillment of obligations by the applicant's rights
